The General Services Administration is seeking energy savings performance contracts to retrofit 30 federal buildings to be more energy efficient, according to an agency announcement Thursday.
The buildings — including office complexes, courthouses and customs houses across the nation — total about 117 million square feet of space. They are listed at https://www.fbo.gov/index?s=opportunity&mode=form&id=4b0bad41db8c614459b21b0c015e3628&tab=core&_cview=1">ESPC Final Challenge.
Under an ESPC, a vendor pays the upfront investment for building renovations and retrofits in exchange for payments from the government's energy savings over time. President Obama in a December memo directed agencies to award a combined $2 billion in ESPCs over the next two years.
The GSA contracts must generate enough energy savings to pay for themselves within 25 years, GSA said.
"This is a challenge to the private sector to bring innovative, energy-saving retrofits to federal buildings and to take performance-based contracts to the next level," GSA administrator Martha Johnson said in a news release.
GSA said in October it would offer ESPCs for 30 federal buildings, but it only identified the buildings and offered a notice of opportunity for potential contractors Thursday.
