The administration has vowed to fix the site by the end of November.

“We remain on our path so that by the end of November the site will be improved for a vast majority of visitors,” Bataille said.

She said the outage resulted from an overload on a small number of servers and the ability of the servers to balance the loads of incoming traffic. The outage happened early in the afternoon.

“We are clearly frustrated with the current state of the site but as the assessment we have done shows is fixable,” she said.
