A “cumbersome and outdated” government IT procurement system was a significant contributor to the rocky rollout of HealthCare.gov, President Obama said Thursday.
Government IT procurement is a “systemic problem” that contributes to federal IT projects being over budget and behind schedule, he said at a press conference.
“The federal government does a lot of things really well but one of the things it does not do well is information technology procurement,” Obama said.
He said the administration is working around the clock to make the the federal health insurance online marketplace work by the end of November and that work on the website would continue after that.
“There will still be some glitches that will have to be smoothed out,” Obama said.
