Strategic plan sets federal information sharing goals

On Jan. 9, the Information Sharing Environment program office released the Strategic Implementation Plan. The plan details how agencies are meeting 16 objectives in the president’s National Strategy for Information Sharing and Safeguarding through fiscal 2018:

Governance — Identify and promote common minimum requirements for department and agency information sharing and safeguarding governance.

Agreements — Develop, test and disseminate guidelines for information sharing and safeguarding agreements that include privacy and civil liberties requirements.

Data tagging — Develop and implement common standards for tagging agency data.

Federal identity, credential and access management (FICAM) — Enable users across all security domains to access information appropriate to their mission. Identify and implement shared services that support identity, credentialing and access management implementation efforts.

Safeguarding — Develop information safeguarding standards across all federal classification security domains, and implement governance and reporting processes by the end of 2015.

Interoperability — Establish common requirements and security controls to enable effective data exchanges between different information systems.

Training — Update and standardize training curricula for Information Sharing Environment professionals.

Discovery and access — Create a model that automates the approval process for discovering, accessing and delivering high-value data sets.

Private sector — Complete actions directed by the 2013 National Infrastructure Protection Plan, Presidential Policy Directive-21 and Executive Order 13636, including developing doctrine that establishes the private sector as a partner and recipient of threat information.

Reference architecture — Develop, implement and sustain a data aggregation and standards framework that allows government and industry to efficiently discover, aggregate and correlate information from disparate data sets.

Shared services — Identify and prioritize shared services within the Information Sharing Environment that enables agencies to integrate existing capabilities.

Standards-based acquisition — Promote standards-based acquisition by identifying use cases, engaging with industry and developing a user’s guide that includes technical standards.

Foreign partner sharing — Develop, publish and maintain a best-practices toolkit for sharing information with foreign partners.

Request for information process/Alerts, warnings and notifications process — Establish common RFI guidance across all levels of government. Establish common guidance for alerts, warnings and notifications to ensure information about national security and homeland security threats or incidents is generated and received in a timely manner.

Nationwide suspicious activity reporting initiative — Seamlessly transition the program from initial operating capability to long-term operations and sustainment under the Department of Homeland Security and FBI.

Fusion centers — Strengthen operational capabilities of the National Network of Fusion Centers, including changes to the assessment process for fusion centers and implementing a process to track Homeland Security Grant Program funds to support the centers.
