Immigration and Customs Enforcement wants to create a license plate recognition program to build a database for vehicles entering and exiting the country, according to a solicitation posted on Fed Biz Ops.

The database service will help the agency “assist in the location and arrest of absconders and criminal aliens” by helping officers track where the vehicle has been, according to the solicitation.

The vendor will also provide technical support, software upgrades and employee training. The technology must also include a smartphone alert function to allow users to interact with the database using at least one type of smartphone operating system such as Android.

Vendors have until March 14 to respond.
