The Professional Services Council is questioning the sudden Feb. 7 cancellation of a large human resources training contract solicitation in a letter to Office of Personnel Management Director Katherine Archuleta Feb. 18.

The Customized Human Resources Solutions Services contract was supposed to help agencies train managers to hire better employees, craft better training regiments and improve overall efficiency, according to the solicitation.

“These companies expended substantial and precious resources in order to propose the best possible solutions for the government, and have been waiting more than a year since proposals were submitted for a final award decision from OPM,” said PSC President and CEO Stan Soloway in the letter.

Soloway said while the agency’s requirements may have changed they should work to be more transparent about why they made the decision and what the agency plans to do next.

“OPM has provided little explanation to companies about why their combined investment of tens of millions of dollars is now being thrown away,” Soloway said.
