The Postal Service is looking for a technologically savvy go-getter to help the agency plan, coordinate and execute future layoffs.
The agency posted an opening for a Reduction-in-Force administrator on its internal job board and encouraged career non-bargaining postal employees to apply for the position. The starting salary would range from about $60,000 to $104,000, according to the job posting.
The Postal Service is offering buyouts and early retirement options to more than 3,000 postmasters before it proceeds with a reduction-in-force (RIF) in early 2015.
The agency has been working with employee groups for more than two years on its PostPlan, which would reduce the hours at many post offices by two, four or six hours a day and replace some postmasters with non-career employees or part-time career employees.
The Postal Service has already reduced its workforce by about 320,000 employees since fiscal 2000, but Postmaster General Patrick Donahoe has said postal reform legislation would allow the service to move from 485,000 career employees to 400,000 over the next few year. That is what Donahoe believes to be the ideal number.
The RIF administratorís duties will include:
■ Administrating all RIF actions, which includes coordinating and tracking the placement of laid-off employees. The administrator would also generate lists of impacted or potentially impacted employees and provide then notices.
■ Developing automated systems that support RIF actions and ensuring that those automated systems work properly.
■ Gathering data on employees, finances, staffing information and more in order to better identify RIF-related issues.
The right candidate will also have knowledge of federal laws and procedures regarding RIFs, as well as knowledge of Postal Service RIF policies.
