A set of Human Capital and Training Solutions (HCaTS) Small Business contracts is now "open for business," according to an official notice to proceed announcement from the General Services Administration.

These solutions — intended to address governmentwide customized training and development, human capital strategy, and organizational performance improvement service needs — are part of the strategic move toward category management to cut cost and increase efficiency in government spending.

The complete contracts, administered by GSA and awarded in partnership with the Office of Personnel Management’s Training and Management Assistance Program, now include 79 unrestricted and 30 small business contracts awarded to qualified vendors under the HCaTS vehicle.

Looking to further deliver best value, GSA has also awarded a 10-year, $149 million contract to IBM Corp. to migrate GSA and its external customers to new human resource, time and attendance systems.

Divesting its nonintegrated technologies related to human resources line-of-business shared services will allow GSA to offer customers easily accessed, self-service mobile systems that are intuitive and should reduce duplicate data entry, the agency said.
