The Office of Personnel Management needs to improve its internal controls for payroll data to achieve strategic and open data goals, according to a Government Accountability Office. 

Asked to review OPM’s Enterprise Human Resources Integration (EHRI) system, a "data warehouse" for governmentwide HR management and employee evaluation, GAO found several ways in which the availability and reliability of payroll information could be optimized.

After assessing documents, interviewing officials and electronically testing payroll data, GAO determined better controls need to be designed and monitored to support accuracy, validation, documentation and authorization of data and transactions. This will increase effectiveness, decrease cost and lead to better decision-making by offering agencies and researchers a centralized, standardized pay- and leave-related information source for analysis.
