A chief data officer with a clear mandate and chief executive support can define a mission and team that uses data stewardship and analytics to enable culture-changing decision-making in government, according to a report recently released by the Harvard Kennedy School's Ash Center.

In "Lessons from Leading CDOs: A Framework for Better Civic Analytics," author Jane Wiseman and participants in the Civic Analytics Network look at the setup strategies, support positions and operational framework that can build capacity and make an impact across data-driven government. 

The right implementation road map can allow agencies to capture, secure, manage and exploit more data in a way that builds cross-organizational partnerships for connected intelligence and trust with the public through visibility into federal initiatives. 

This specific paper documents select practices, advice from current state, county and city CDOs, author observations, and analysis from government technology and analytics experts on how to accelerate progress and create conditions for better allocation of resources and greater value for taxpayers.
