The General Services Administration rolled out a new category management procurement on May 16, awarding 109 human capital contracts to vendors.

The Human Capital and Training Solutions, or HCaTS, contracts are for human capital strategy, training and development and performance improvement services.

The contracts have a ceiling of $11.5 billion and were awarded in partnership with the Office of Personnel Management.

"Partnering with OPM to award this strategically sourced initiative has been an excellent demonstration of interagency collaboration," said GSA Administrator Denise Turner Roth in a statement.

"Together, we're providing a solid acquisition solution using FAS's acquisition expertise, married with OPM's HR and training expertise, to deliver federal workers training and support they need while making sure agencies can save time and money."

The partnership is part of the federal government's new category management efforts, where specific agencies are tasked with developing and awarding contracts to service multiple agencies.

The HCaTS contracts include two multiple-award, indefinite delivery, indefinite quantity task order contract vehicles, out of which 72 unrestricted contracts and 37 small business contracts were awarded.

The contracts have a five-year base ordering period with an option for another five years, plus an additional six-month option. There is also a five-year period attached for task order completion.

Under the contracts, agencies can go directly to GSA for contract procurement, while OPM will continue to oversee program management.

"The HCaTS contracts allow federal agencies to not only take a highly efficient and innovative approach to their human capital and training requirements, but also to lean on OPM's expertise in human capital and category management," said acting OPM director Beth Cobert, in a statement.

"This contract vehicle makes it easier for agencies to procure the high-quality human capital support they need to meet their mission requirements efficiently and effectively."

HCaTS replaced OPM's Training and Management Assistance contract vehicle in August 2015 and provides agencies with metrics and assessment tools for human capital performance.
