The U.S. Senate has been beefing up its cybersecurity and now the Office of the Sergeant at Arms (SAA) is looking for contractors that can help conduct threat and intelligence analysis on the network.

The SAA issued a sources sought announcement on FedBizOpps seeking possible vendors. While there is no official solicitation yet, respondents can get pre-qualified to bid on a potential future RFP.

The analysis team is part of IT Security Branch Manager Linus Barloon's proactive strategy for cybersecurity.

"Don't wait to be hunted," he told the audience at the Raytheon|Websense Cybersecurity Summit in early December. "Now we're starting to operationalize cybersecurity. It's not a sit-back/goal-line-defense game anymore. It's more about getting out front and being offensive."

  • Leveraging industry expertise, state of the art technology, tactics, techniques and procedures to better understand the adversary;
  • Stay informed of current vulnerabilities and exploits;
  • Determine the likelihood of a vulnerability being exploited;
  • Propose mitigation strategies; and
  • Understand the capabilities of the adversary.

"This team will be required to both consume threat data for analytics and produce the necessary counter-measures to deny, disrupt and degrade cyber adversary actions," according to the sources sought notification.
