Inspired by recent Veteran's Day observances, I thought it would be interesting to take a look at which contract vehicles have been used the most in terms of total reported spending for tasks awarded to Service Disabled Veteran Owned Businesses (SDVOSBs) from fiscal 2010-2013.
The top five include two GWACs, two agency-specific IDIQs and one GSA Schedule, representing more than 13,000 tasks awarded, resulting in $6.7 billion in total obligations for those tasks. Not surprisingly, the Department of Veterans Affairs is the top awarding and spending department across the vehicles, but let's take a look at each.
Topping the list is SEWP IV, the GWAC managed by NASA, with $1.79 billion in total obligations for the 6,400 tasks awarded to SDVOSBs during the four fiscal years. The VA is the buying department for 44 percent of the SDVOSB tasks awarded under SEWP IV from fiscal 2010-2013 and the VA's obligations against those awards total $812 million. The Department of Defense, Treasury, Air Force and Health & Human Services (HHS) round out the top five departments for obligations made against SDVOSB tasks awarded during that time. SEWP V awards are currently under protest; NASA has published that it anticipates awards to be announced in 2015.
With 5,700 tasks awarded to SDVOSBs from fiscal 2010-2013 that account for $1.76 billion in obligations, GSA Schedule 70 comes in just behind SEWP IV. Again, the VA is the top buying department with more than $846 million in reported obligations against the 430 tasks awarded during that time. The Department of Defense, Army, HHS, and Treasury round out the top five departments for obligations made against SDVOSB tasks awarded during that time.
The VA's Transformation Twenty One Total Technology (T4) agency-specific IDIQ has 165 tasks awarded to SDVOSBs during the four fiscal years, resulting in $1.38 billion in obligations. The T4 follow-on solicitation, T4 Next Generation (T4NG), was released on November 19.
More than 850 tasks were awarded to SDVOSBs by the Navy and US Marine Corps under the Navy's SeaPort-e contract vehicle during the four fiscal years, resulting in a combined total of $855 million in reported obligations.
The VA led in awards and obligations under the Veterans Technology Services (VETS) GWAC with almost 70 percent of the total 200 tasks awarded to SDVOSBs from fiscal 2010-2013, and almost 50 percent of the $878 million in reported obligations. The Air Force, Army, Department of Commerce and Department of Labor round out the top five buying departments during that time.
