The Census Bureau needs to do a better job of assessing errors during canvassing, according to an audit by the Department of Commerce’s Inspector General.

The audit identified two problems with the bureau’s Interactive Review Address Canvassing Operation. One involved how to assess error rates as part of a draft quality assurance plan of the 2020 Census Detailed Operational Plan.

“Because neither plan defined the error rate, bureau staff and other stakeholders may make incorrect assumptions about the criteria used to determine whether a clerk’s performance warrants additional oversight,” the IG found.

In addition, the draft quality plan “did not describe how the practice of forgiving clerks’ errors affected the bureau’s ability to achieve the targeted operational error rate.”

The Census Bureau is aiming for an error rate that does not exceed 5 percent.
