The General Services Administration issued a request for information to find a way to shift its local phone service to its new telecommunications contract vehicle.

GSA issued the Jan. 10 RFI in an effort to provide industry stakeholders with select information about how the agency would use the new Enterprise Infrastructure Solutions vehicle to select contractors and also to seek comment on how it could be used to replace expiring local phone service contracts.

The agency issued a final request for proposal for the $50 billion contract vehicle in October as an eventual replacement for the Networx telecommunications contract vehicle in 2020.

"The future model will retain most aspects of the current offering under the regional local service contracts," the RFI said. "GSA will conduct fair opportunities, award task orders and manage regional telecom services on behalf of customer agencies.

"GSA — acting as the ‘customer of record’ — will pay vendor invoices and ‘rebill’ the customer through [the Intra-Governmental Payment and Collection system]. All services in Telecommunications Ordering and Pricing System (TOPS) will be transitioned to EIS — to the extent that functionally equivalent services are available on the EIS contracts."

GSA said that the new Fair Opportunity strategy would shift from a 53 agency-level customer base that covers 16,000 accounts to a consolidated Full-Service Fair Opportunity for services and multiple task orders.

The agency is requesting industry input on its new aggregated approach, including appropriate data fields, anticipated merits and what provisions are needed to handle coverage gaps, among other questions.
